Cmos reset for a pc boot up every single time!

Hello all..i just got a new system built.
Dual opteron 248
Tyan Tiger mobo
2 gb RAM
SATA hdisk 160 gigs
460 W zippy psu

No vid card.

So i recieved this system.
Installed a GeForce 4800 Ti v-card in the AGP slot. The only thing i personally installed on this machine.

booted up the system fine. Went into xp and waited till it completed the setup and shut the pc down.

Went to re-start the pc and it wouldnt boot up. All i could see was the yellow light on the ehternet port at the back. No activity anywhere else. No fans no sound no nothing.

Removed the power cord from the back and un-plugged everything. the hdisk,floppy,cd-rom,vid card. Took out one dimm of RAM as well.

plugged the power cord back and pressed the power button. Nothing happens.Zilch. The light at the back of the ethernet port is on however.

So i put everything back in and reset the cmos jumper on the mobo.
Plug the power cord back in and the pc boots up goes straight into Bios.
Note: i did not have to press the power button at all.

Now everytime i have to start the machine i have to go through the following steps.

Remove the power cord from both ends. Pc and surge.
Reset the CMOS.
Plug the power back in.
Pc boots up goes to bios.The power button is redundant. It wont do anything.As soon as i plug the power cord into the surge..the pc will start boot up.

And we come full circle 🙁

Can someone please help? This problem is very new to me.

Sounds like you may have something not lined up correctly and it is shorting out. Try booting up with everything not installed in the case to see if the problem can be replicated.

When you mean by 'everything not installed' what exactly should i un-install.
I have already tried un-installing all the components. Clean. Only the mother board is connected.
It wont power up unless i do a CMOS jumper reset.

Physically remove everything from the case and try starting up the computer.
