Cmos keeps reseting on bootup and restarting turns off the computer?

Im trying to deal with this stupid computer....every time its turned off the cmos clears and i get that stupid press f2 to go to setup message and i gota reconfig the cmos.....then when i press alt control del or press the restet button the computer turns off ? instead of restarting...
The comp is running Win95 its i think a dell optiplex Gn, p200 What could be wrong?
