CMOS error everytime I reset

I just put together an old system I had around and I'm having some problems. Every time I reset the computer, it never comes back. Fans stay on, but no beeps or video. If I reset the CMOS with the jumper, or if I remove the battery, it comes back, but if I restart again, no POST. Tried changing the battery, video card and going down to single RAM sticks with both sticks. Specs below and thanks in advance.

Flashing the bios might cure it. Or you could try manually setting and saving all the parameters (speed, voltage, timing) for the cpu, ram, and htt just in case the bios is buggy on auto-detect.

Is this barebones? or is the hdd, etc. hooked up?
