What is that chip anyhow? This is the back of the card so it's not the GPU, and AMD doesn't have I/O chips (ala NVIO) that I can recall.

I think that is an AGP slot and that chip on the back is the PCIe to AGP translator chip. The pad is just to make sure the chip doesn't get damaged, but it doesn't need a heat sink. I had an AGP X700, which had something similar on there.

That chip is very very hot when working card temperature at ide is about 50 celsius max.

I wonder why every review and pictures on the net are from the top?

Worry not, 50c idle sounds about right for a 3850. It's not a power hog, but does run warm due to the single slot cooler.
