Clothes washer trouble

Washing machine: Hotpoint, 11 years old, 2nd hand (no manual or knowledge of what happened in the first half of its life).

Trouble: It doesn't spin at the end of the cycle.

Opened the case and ran with just water: Worked fine, spin and all.

Put in 2 towels and repeated: It didn't spin at the end of the cycle and there is a burning smell. Not quite burning rubber smell, but close. The motor shaft appears to spin but the belt doesn't budge.

Is it a loose belt, the shafts getting stuck, a dying motor, or what? Can something be lubricated?
 
There should be a way to remove the entire metal cabinet, so that the motor and belt mechanism can be observed while in operation. Check youtube for repair videos.
