Closing Bases for profit

I always thought that the federal government had rules whenever government entities were disposing of surplus they had to put it up for public sale and the cash from the sale went back to the general fund. Some military freinds of mine are claiming that this last round of base closings was done for the Pentagon's budget, to infuse a massive amount of cash into it. This is a stark contrast to the reported savings they'd get from closing bases simply because they no longer have to pay for the people at the bases.

Is it true the Pentagon can sell surplus property and recycle the funds into their own budget??
