"Close All" or "Clear All" Apps button in Nougat...

Is there a way to disable this button? I just got an HTC10 and didn't have this button in Marshmallow...

Because it's so low on the screen, I bring up the view all windows mode to select a different app and/or swipe to close one....my fat fingers keep hitting the "Clear All" button and causing me to relaunch stuff or lose progress in an app. (ok...they're not fat) It's just annoying to have to reach over the button with your thumb and try not to accidentally hit it. It's poor design.

That button is not even visible without scrolling to the last used app and then it's on the top right, far away from your fingers in AOSP 7.1.2 so this is some sort of HTC "feature".

It's possible that you can change it somewhere in the settings but I don't have that phone (or any HTC phone) so I can't help you with that. I don't think that part is part of the launcher either so switching to another launcher probably won't help.

Have you tried the XDA forum for your phone?
