Cloned hard drive does not boot

My wife's HD is having problems and i'm trying to clone it before abandoning ship.
I have tried HD clone and Acronis True Image software t oclone the disk. Both seem to work fine, but when i am done, the cloned disk does not boot.

Do I need to install a system on the disk before cloning?

I haven't done that since the DOS days. What parameter do I set when formatting?

You can try Acronis 15 trial:

This is the software I used for cloning and creating backup image.

Make sure you try it before you buy it. Certain chipsets specially the new one may not be fully supported and can give you problems.

I got an OE toshiba Notebook drive since it's a Toshiba Notebook that failed. I have Seagate utilities, which I'm sure are great, but they need to have a seagate drive attached to the system to work. I was thinking of attaching a Seagate USB drive to the notebook to see if that satisfied the condition.
