Clock raise in BIOS but not in OS

Hi to you all.

Since this is my first post and already asking silly questions I'd better be polite to you all ^^
It's the first time ever that I try to OC my amd x2 3800+(s939) with a A8N-E mobo. I experienced something of wich I think ain't normal. When I raise the clockfrequency of my cpu save and exit BIOS, boot back into BIOS I can see a frequency raise. But when I continue booting to Vista and start PC wizard it shows the stockspeed of my cpu. Dunno if that's normal, but I geuss not.

Sorry if it's already been posted but I did a quick search and didn't find anything related to my question.

Maybe it's the "cool and quiet" amd software that slows the cpu. It should speed up automatically under load, such as gaming. You can disable it in the bios.
