Client wants pc's with pay-per-use internet terminals. Suggestions?

A client of mine wants some pc's built that would be hooked up to pay-per-use terminals so that she could charge her customers for internet access.

1. Does anyone know where I might find these? Or does anyone have any other suggestions for better equipment?

2. Is there a certain version of XP that should be used with this setup?

3. What about filters for questionable sites, etc.? Which filter is best and where can I get it?

4. Would it be OK to have this setup be WiFi, or would hard wired be better?

5. Any other info that might be helpful.
