clever halloween costumes that use normal clothes?

I dunno about abstract, but I've made a Wolverine costume from the following parts:

Yellow hanes t-shirt
black dockers
black construction paper (for mask and stripes)
yellow dishwashing gloves
plastic bag ties (claws)
_lots_ of scotch tape

It's been received pretty well when I've used it.

- buy a $2 white tee shirt from walmart
- take a sharpie and put a big letter "P" on it
- take some of that eye liner stuff that football players have and make yourself look like you have a black eyed

Result - you are a black eyed "P"

Here is what you need

one trench coat
one pair of shorts
one pair of pant legs
shoes
a piece of cardboard

Tie the pant legs around your calves so they are visible, the trench coat should be short enough so people can see that the pant legs are not part of a pair of pants, hang the piece of cardboard by a string around your neck and write "Trick or Treat" on it.

Voila, you are a Flasher!

Depending on the type of crowd you will be partying with you could also attach a sex toy to the sign

When I was in seventh grade I believe, I went trick or treating with this one kid who showed up with only a backpack and his clothes. What he did was wear his backpack backwards and tell everyone that was what he was going as. He was just going to go as nothing until I told him to think up something. People kept complementing him too, completely ignoring me and my brother, who went as the Mackenzie brothers from the Molson commercials that were around at the time. (This was around 5-6 years ago)

A chick that I know has decided that this year she will be the "beer fairy" and is making herself some wings out of empty Natty Light cases. You could try to tone down the "fairy" aspect, and just make your costume out of beer cases.

What the hell are you talking about? Flashers tie pant legs around their calves??

This isn't clever, but I would get a red sweatshirt, ski mask, and red shoes and be Spiderman.
