Generally you take out the BIOS battery. Take the case off the mb section and there should be a jumper there. Most are 'JP1.' Short the jumper and apply power for a few seconds. Power off, put everything back together, cross your fingers and boot up!

You might want to chech the Dell site includeing the Forums there.
 
Those delll's are very tricky, taking out the battery will not reset it.

your best bet is calling DELL itself and they will give you a password for your machine.

But if you can boot your machine, you can find a clear cmos program on the net to reset your bios password.
