Cleaning a cpu\GPU

I'm cleaning the GPU on my 9700 Pro before adding my new modded coppper HSF and o'cing the piss out of it. Is it safe to use Goof Off to remove the original thermal pad/gunk around the GPU before I add some ASII and slap it together? Or is that oil based and it'd be wise to stay away from it ...and just use isopropyl alcohol? I've been using the 70% variety (there's 90% out there), and it's just not doing the job.

I don't want to have to leave the house just for stronger alcohol. Although this being Friday night, that doesn't sound like a bad idea 😉
