In the past you would be able to do a full install but before it installs to your hd it would ask for you to insert some media from a prior os, like the cd.
If I remember correctly, the installers used to search the hard drive for win.com and a few other files (I read this in a post somewhere) and if you just fake or download those files it might work. Let me know how it goes.
yes. boot from the cd. sometime during the installation it will ask you to insert a w95/98 or NT install disk - it checks it, then continues with the installation.
My first win2k install was off and upgrade CD. All I had to do was insert a full version of NT or 98 for it to install. During the setup process it will ask you to insert one of those CDs in. But yes you can do a full install of win2k off a win2k upgrade CD.
