My DVD is skipping or plain not playing. So, how do I clean it? Water and cloth? Toothpaste? (i heard of that)

(and does the same apply to cd's?)

toothpaste just "scratches" down the area around the scratch. It makes it so that you might be able to get one more read out of it so you can copy it. Not a solution imo.

however you end up cleaning it, do not wipe in circular motions, go from the center of the cd out, or at least thats what ive always heard/done

Go to the auto parts store and get some clear instrument panel polish. It's made for plastic panels. I've used it with great results. Be sure you make all your polishing strokes from inside to outside directly or vice versa, no swirling motions. Use a soft cloth.
