Classic MS problem: missing EIDE CD

I've 3 CD's on my Win 98SE: 2 SCSI, 1 EIDE. The latter has gone AWOL even though the BIOS (KT7) shows it as a secondary device on the second EIDE channel.

I've seen this before over the years, and the only way I can recall to fix it is to re-load the OS. Is there a saner way to handle it?

Doing an "Add New Hardware" never works, ... too obvious: MS would never let a problem be solved in an obvious manner.

The Answer would be appreciated!
