It's one of those vocational schools where they send all the retard kids.

You can find this kind of nonsense even in nice neighborhoods.
The nicer districts usually can afford to have additional staff to keep that sort crap in check.
I have friends who work in education. Some top notch school districts.
Behavior you see in that video is more common than you think.

Meh, judging by the appearance of that one guy in the video he was looking for an excuse to beat the teacher up. Need a little more than a ruler for that. I think a tazer would have the desired effect.
