Davegod75, yeah you need the original civ3 for this add-on to work. i believe it is also under $10 as well. $19 & change for the best turn based strategy game on the planet.
 
This is scorching hot for $9.99...I wish I bought it for that cheap. If you haven't gotten into the Civ3 craze then this is your best (and cheapest) opportunity to jump in! Just get a cheap copy of the original Civ3 and Conquests and you should be set! Play single player or online and prepare to get addicted...
 
just picked both of them up for 28 shipped from amazon. Shipping was like 8 bucks but it's still good as I got both of them for cheaper then price of the expansion itself. and I didn't have to pay tax 🙂

if you would've spent $5 more on anything but console games, you would've qualified for free shipping. go back and see if you can change your order.
