Civilisation 5, PC spec question

Easily. I was able to play on a dual core athlon with a GT240. Though I didn't get very far in so mine could possibly hit a bit of a CPU bottleneck, yours should do fine.
 
I think it should easily run it (there's even a directx 9 option) but the game has a demo so try that first if you have any concerns.
