Civil Service job question

Particularly state jobs, but any including like postal service etc.

Do you have to be a resident of the state you apply in and/or for a specific amount of time (1 year, etc.)?

I really want to move since there's nothing where I am in terms on employment, and I think my best opportunity at this point may be postal carrier or something if I can't find an IT job somewhere. But the catch is I want to move out of state.

Anyone know?

In PA most jobs you have to be a resident of the state, jobs like engineering and nursing you don't have be.

Years ago I got a job offer from the Postal Service for a district in which I didn't even live in. I lived next door. But I guess that's because it's federal. Ironically after such a long process....I ended up turning it down anyways.

Also when I was younger I got a job offer to work for the city park department....and I remember that you were supposed to be a resident or be willing to move there within 12 months.
