Civic speedometer gauge issue

My 05 civic speedometer was more and more frequently failing to register any speed while the car was in motion. I ran the cluster diagnostic and the speedometer only swept up (and shakily at that) about 15 mph before sweeping back 10mph to sit at 5mph.

So I found a place online with good civic cluster repair ratings and sent it in. Got it back today and the same issue is still there. Contacted them and they say they bench tested it fine for 15 min. I can send it in again and they'll look at it again for free but they said it might be something else with the car. Plus I'll be without the cluster for another week or so and will need to pay for shipping there

I was pretty sure the cluster test was isolated to cluster only testing so it failing that means I should send it back for more work. Am I missing something?
 
if a sweep made it fail then it's not speed sensor related.

that said, i would send it back and have them test it for more than 15 minutes.

if it comes back good then you may have a problem with a possible cold solder joint separating when the cluster is screwed back in to place applying pressure.
