Civ 4--yeah, old as hell these days

...so, I got the hankering to re-install and play some Civ 4 today.

I downloaded this mod that some kid created for a Latvian civ, and I can't get it to work. he claims all of the instructions are there and perfectly explained in his "vampire thread." ...but his english sucks. his explanation sucks.

I can't get it to work. It downloads as a .rar file and following the simplest interpretation of his engrish (he seems to have social problems) and what I can infer needs to be done..it still doesn't install.

I updated to 1.74, downloaded the DX9c file (needed to after patch to get the game to work again--which it does), but still can't get this civ to appear.


...main question: do I actually need the expansion to get these custom mods to work? that simple?
secondary: if not, wtf do I do now?

help me PC gods of AT. I really want to start a Latvian civ and rape the ever-loving hell out of the Russian empire. it's not as fun with the Greeks (accomplished earlier today)

well, my GF is Latvian so that wouldn't be a problem

it's some kid that designed this mod, at request, and seems to be filled with nerd rage based on the complaints posted in regards to his explanations

ya, thanks for the link, but ti doesn't help the main instructions are pretty typical, but it isn't really working here.

the mod is a .rar file, unzipped, and following the kid's instructions of creating string of folders, placing in folder, starting new game, then exiting (notice he never mentions when or when not to actually load the mod through the advanced menu), it never works. I never get the .ini file created into the assets folder as he claims it should be, and it never contains the line of code that he claims is there:

OPEN that file and you will see this: ; Modular XML Loading
ModularLoading = 0

change it to this: ; Modular XML Loading
ModularLoading = 1

the ModularLoading code is not contained in the .ini file that is created (only if I activate the mod--no file is created in any folder unless I activate the mod--dude never mentions to actually activate the mod, but claims that you must follow his instructions perfectly)
