Civ 4 mouse problems

I've restarted playing Civ 4 in preparation of the next pack (boy do the skills fade fast, lost first 2 games on noble).

Still having a problem I recall from before without knowing a fix. Often my mouse loses the ability to have tooltips appear when placed over an icon, mainly occuring in the what tech next or what to produce in the city next message blocks.

I can fix it by tabbing out and back in. Anyone heard of this and know of a permanent fix?
