Georgia has the most counties in the country.

You can have a county with many cities in between a county with no cities.

I grew up in a town of 1.4m, currently live in a town of 2.5-5m (depending on how you count the surrounding areas). I lived in a town of 100k for about a year and considered that to be a small hick town in the middle of nowhere. I used to bike around there and 2-3km outside of the city boundary is what I considered 'rural' - big lots, farms etc.

I know exactly what you were asking and I posted spot on.

Just because a two horse town incorporates itself making it a city does not a city make.

However that is not how they are viewed on paper.

The Government rules.
