Just to play devil's advocate, let's say I trespass in someone's yard while someone else records the dog in a video (keeping me out of the frame of the video) - the homeowner should be fined because the dog was protecting its property?

I just have to be on my deck to get barked at. One of the downsides to a 70x128 lot size

Now, in a city, there's absolutely no reason to have a breed of dog like that. It's natural for that breed to bark. Training it not to bark is unfair to the animal. If you're in the city, get a more quiet breed of dog.

I am willing to bet that the majority of dogs that are barking are from a training stand point. There are too many different types of dogs in my neighborhood barking for it not to be

This law just means the city can legally issue fines. No one is gonna sit there with a fucking stopwatch. It's basically if your dog is barking all night long, I have a right to call the cops and slap you with a fine so you get your act together and control your dog.

As far as "training" a dog not to bark, there's a HUGE difference among breeds in how much they bark. e.g. a Great Pyrenees has been bred for centuries as a livestock guard animal and it's in the breeding that they bark at anything that moves that doesn't belong in their territory. We had a group of about 12 kids sled riding on our property this weekend. The hill they use is a couple hundred yards from our house. Our pyr spent 3-4 hours at the fence, facing in the direction of those kids, barking. The kids were 100% out of view. It wasn't until the kids came back down the road that I figured out what it was that she was barking at. But, the entire time, it had me wondering, "wtf is she barking at???!" (Yet, I knew that it's probably a legitimate reason in her mind; and it was.) There have been other times where she went absolutely nuts barking in one direction or another. With snow on the ground, after she directed her attention toward the edge of the woods at the back of the field, I went to investigate. Huge coyote tracks walking down the tree line. They headed for the barn about 5 yards, then turned around and went the other way. She did her job.

I'm of the mind that in the city, I'm still not going to make my dog choice based on noise. IMHO, while a dog is great as a companion and friend, they are even better at doing an actual job.
Sometimes, between breed considerations and job considerations, you happen to stumble upon a breed that meets all your desires, but happens to be a crazy barker.
IMHO, a dog needs to be excellent at defending the interior of the home, and also protecting the property/yard. Sometimes a certain work ethic and the specific natural response to certain stimuli unique to that breed (or family of breeds) goes hand in hand with a certain approach to vocal communication style.

And don't even get me started on those worthless puntable toy dogs. Sound and behave like a rabid squeaking stuffed animal mixed with a rodent of some type.

Hard to enforce but not a damn one among us doesn't hate, or wouldn't hate, having a neighbor who's yappy dumb ass dog can't shut its pie hole and yaps and barks incessantly. I think most dog owners are smart enough to realize this is annoying, though, and deal with it without a law.

I really really really wish my town would do this. :( There are at least 4 if not more dogs on my block that bark for hours nonstop and through the night.

good. my current neighbor's dog will not stop barking at me when i'm out doing yard work. so i taunt him. run the rake along his fence, knock on the gate, throw sticks over the fence, engage him in staring contests - get his eyes locked with mine and run full speed directly at him...eventually he gets hoarse. stupid animal.

My next door neighbor would be finned every day then.

I tune it out now it's so non-stop. My wife and I tend to not even hear it and only realize the dog is yet again barking when guest point out how annoying the barking is to us.

dogs are awesome and all, but their nuances kills it for me. Cleaning up their poo does that too. My mom's house has 3 dogs because my bro is temporarily living there and the smell of dog is overwhelming if you're not used to it.
