Citrix presentation server 4.5 --Help configuring Load Evaluators

I have a Citrix Presentation Server 4.5 farm with 7 Citrix servers.
4 of the 7 are not as capable, and I want to limit them to 10 logins each.
The remaining 3 servers can handle the rest of the load.
I am having a hard time manipulating the Load Evaluator to accomplish these limits. I have created two custom Evaluators that should accomplish this, but it is not working as it should.
Can anyone help out?
