It's nothing new that NYC vendors are very territorial and will probably kick the crap out of anyone that tries to sell on their turf. The Five-Oh probably performing a preemptive strike if that's really what happened.

I read the article and i know they gave the ticket to the dad and not the girl.

I would like to see licensed girl scout cookie vendors, and not some old man pretending to be a girl scout selling me cookies.

You need a license to be a street vendor in New York. If they had been going door to door they would have been fine. Their fault for being lazy.
