haven't messed with a Cisco switch, so was wondering, does a Cisco switch have the ability to have configured:

access lists
interfaces
static routes
ports
dynamic routing protocols
session timeout
finger
IP redirect broadcasts
TCP/UDP
banners

or is everything on this list strictly a router functionality?
 
Yes - depending on the switch.

The layer2 switches are pretty basic - they do layer2 switching.

Layer3 switches have pretty much a full fledged IOS on them and really look and behave like a 24/48/384 port router.

As far as routing protocol support you have to pay a little extra for BGP/IS-IS/OSPF depending on the platform.
 
Most of them are supported on a layer 3 switch, except finger. I'm not sure about "IP redirect broadcasts".
