Cisco router boot problem

Ruoter, C2621 constantly booting after checking a flash, which is empty/corrupted. I can't get to rommon because it does not respond for break command.
here is a sample:

Initializing PCI subsystem

Why can't you get to the rommon? Just hit break real quickly a few times just as it starts booting. Then try and erase the flash and put some new code on there via TFTP or something.
