Cisco QoS on Tunnel Interface

Does anyone know if you can apply NBAR based QoS on Tunnel Interface?
for some reason when I apply "service-policy output QoSPolicy" on the tunnel interface, nothing happened. The router looked like it accepted the command, but sh interface shows that the command is not applied. Any input is appreciated.

Did you apply pre-classify?

Lots of thread online says that pre-classify did absolutely nothing, but yes I tried it..
Anyway I found this note on cisco page: "Cisco IOS logical interfaces do not inherently support a state of congestion and do not support the direct application of a service policy that applies a queuing method. Instead, you need to apply a hierarchical policy"

re-write my policy and boom it works..
