Cisco NAT PAT FTP & Firewall

Heres the problem, using Cisco Router and my IP are natted FTP works with PAT but I found out Cisco's implementation of PAT won't allow me to FTP if I'm using NAT..

Is this a common problem of NAT ? If I get a regular firewall and use it for natting instead natting at the Cisco router, would I be able to FTP w/o using passive mode ?
