Phrase in question (AKA "the punchline"): "And she told me that if I could stick it out till noon, she'd come and pick me up from school."
Mother's meaning: "Wait at school until noon because I can't pick you up until then. You'll have to tough it out."
How the son interpreted it: "If I hang my dick out of my pants until noon, my mom will come pick me up from school."

FYI: Explaining a joke is like dissecting a frog. Nobody really wants to do it, and by the time you're done you know how it works, but it's dead.
