In order to determine "America's Toughest City," Chuck Norris could have easily walked from city to city, killing everyone with roundhouse kicks to the temple and then proclaiming, "America's toughest city is Chuck Norris-ville. PopulationMe." But instead he is emceeing a full-contact martial arts competition featuring four teams from various points around the country to find out whose town is toughest.
