Chrome Start/NewTab page no longer shows personalized div atop the page

I've only begun using Google Chrome in the last 6 months or so, but I am getting some odd behavior. The 'mngb' div atop the typical start screen is absent. When I open Chrome, or a new tab in the browser, it displays the thumbnails of highly visited pages, but the links along the top right are absent. Stranger still, this is only the case on one of the computers/OSes I use. Of course, it is the one I have for personal use. Just wondering if anyone else has experienced this, as I don't want to uninstall/clean out chrome and then reinstall and log into my account to no avail. An advice/thoughts are appreciated. Have you run an app like cleaner or installed a new AV recently? They can clear out the history for this tab, or prevent it from accessing you data.

Has anything else changed, namely your home page?
