Chrome or Mountain Lion issue?

Whenever I download something the tab for it shows up on the bottom of the browser but I can not open it from there, I have to go to the downloads folder. Is this an issue with Chrome or ML?

Yes? As in, once it is done downloading, clicking the button at the bottom Chrome's page does nothing?
