Christmas Light Idea Need Help

Ok so I am only 20 and all my neighbors in their 40-50's are really really into Christmas lights. It is sort of an unspoken competition. I can't afford to kill them in shear number of lights, and I don't want tacky things like just netting my whole yard and roof. I was wondering if anybody knew of a way I could make 2 seperate strands of lights pulse off and on in sequence. Basically I have trimmed my whole house and bushes in multi color. I want to retrim the exact same spots in maybe just blue lights and have it pulse between the multicolors and the blues. Any ideas on a cost effective way to do so?
