Choppy scrolling in IE - XP Pro

Just did a fresh hard drive format and XP Pro reinstall for a friend.. she was complaining about choppy scrolling on the internet, so I had her disable smooth scrolling in IE. It is a little better, but still choppy. There is nothing else installed on the machine, just windows. it is a Thinkpad laptop with a 1 GB processor. Any ideas?

Update the graphics drivers and/or make sure hardware acceleration is slid to the right.
