Choppy scrolling and movie play

I just built my first system and i notice that when i scroll on the page in IE, it's very choppy. Along wtih that, when i watch something in WMP it's also not a smooth stream...kind of looks layered when it's playing. This only happens when I play something off the HD and not when i play from a drive. Video card is a Ti 4200 64DDR

FOrgot one thing...when i put the mouse in the video window the movie plays fine, but when i move it outside WMP it goes choppy and looks like a slow layered refresh again

LOL i suppose it helps if you remember to install the drivers that came with the video card, huh? I will now be changing my icon from a bull to an ass...cause i'm an ass.
