Choppy performance under windows

what's going on here? i have an athlon 900 system on an abit kt7 motherboard. fresh new install of win98se, via 4in1 4.32 drivers, did the normal win98 patch upgrades. and the performance is sooo choppy. moving my mouse around, it pauses for about half a second and continues on it's way. about ever 2 seconds it pauses. i can't figure it out. what am i missing? it did this before and i don't know what it did to fix it.
