chkdsk or scan disk

when trying to defrag my storage partition, defrag process was aborted due to inconsistencies that were detected in the filesystem. please run chkdsk or scandisk on partition to repair these inconsistencies, then run disk defragmenter again. What does this mean? what is chkdsk and scan disk?

XP / 2k? start->run "cmd", type "chkdsk" without quotes, hit enter. If errors are found, use "chkdsk /f" (you'll probably have to reboot). When it's done, type "exit" and hit enter.
98/me? start->run "scandskw" without quotes, hit enter.
