chkdsk gets stuck

I runned chkdsk on an OS disk (W8.1) through safe mode and found no problems. Then I tried chkdsk /f /v. The second command needed the computer to restart and then it got stuck at 11% (left it for 2 hours). Before that I scanned the disk using a bootable antivirus disc so I guess the disk is okay, no I/O problems. I have also tried sfc /scannow which told me that some files were corrupted but could not be fixed.

What would be my best options?
Install W8.1 on top?
Remove the disk to check on a different computer?
Other suggestions are welcome.

The notebook takes 15-20 minutes to load the OS and then for a mouse click you have to wait a few more minutes, it is unusable. While loaded, the disk light stays on for a minute then off for a minute in a loop. This happened after a bad shutdown. It's a Dell and I am sure there is a recovery partition but I don't know how to get to it. I have also tried the Refresh option but it told me it would go back to Windows 8 and then I have to update to W 8.1.
 
While I was writing the OP, I was attempting the Startup Repair option and it looks like it fixed it. Everything looks normal now so far.
