chipset fan not spinning

I have an older computer with a KT3 ULTRA MSI motherboards (Via KT333 based) and the fan cooling the chipset has stopped spinning some of the time, causing lockups.

when I start the mobo sometimes it spins just fine, other time I can see it move a little bit (1/8th of a turn or less) then stop. it seems that if I "launch" it with a pair of tweasers, it starts spinning normally most of the time.

As far as I can tell it's not a bearing issue, the fan appears to be spinning pretty freelye, so I'm guessing it's either a supply issue or a "motor" issue in the fan.

what are my replacement options? can I easily find a new fan? it there a resik that even a new fan might not spin right? would powering the fan from a separate supply (it's plugged in the mobo connector) be an option?

RadioShack may have a cheap little fan you could use...I did that for the 3DFx Voodoo3 2000's I had when I flashed their BIOS up to 3000 level.

See if a Zalman NB-47J heatsink will fit onto that board. If so, clip the old fan off it, clean the underlying chip, apply some NON-CONDUCTIVE thermal interface (such as Arctic Silver CERAMIQUE), and bolt the heatsink onto it. I did this mod intentionally on one of my 939 boards. If the NB47J doesn't fit, I'd bet that Zalman sells another HS which WILL fit.

there's always the thermalright northbridge cooler as well. that works quite nice, its basicly a block of aluminum with fins drilled out of it and a fan on top, looks kinda like the regular heatsinks by them.
