chipset coolers do they make a difference?

nope...just more noise...i don't think any of these intel boards run hot enough to require more than a heatsink, i've run mine fine without a fan

yes ~ but how much of a difference will depend on your OC and case temps.

i use a ThermalTake T1 w/ 40mm fan on mine 😀
 
The cheapest (and best) way to do this is to slap on a fan on top of the passive heat sink. If you can't screw it on use a bit of glue.
 
There is different between passive & active cooling on the chipset. But the different is very minimal & I suggest u keep your passive cooling...as it's more quiet.

Ppl run 166 FSB w/ passive cooling.
