Chipped Paint + Rust

So I've gotten a handful of paint chips on my car from pebbles, etc. so I bought some touch-up paint to fix them. The problem is one of them has gone down to the metal, and the metal is already rusting. I'm looking to get the rust out before I repaint, but I've gotten pretty varying advice on how. What I've gotten so far is either sand/Dremel carefully, or use some solution like CLR and just be careful not to get it on the paint. Neither of them sound that great, but I'm leaning towards using a Dremel out of those. Any other ideas?

They make a rust remover pencil you can use on chips. It has a retractible fiberglass type brush which you rub on the rust to remove it. The fiberglass like brush wears away as you use it, so you twist it and more extends. Most auto parts stores have it in the touch up paint section. Works great on minor surface rust. Heavy rust will take a dremel or equivalent.

I have the same problem. I had a bunch of paint chips from rocks, a few of them seemed to be a bit rusted. I already covered it up with touch up paint though. Should I just leave it or bust them all up trying to find the rust? I don't remember which ones were rusted...

I've heard about the fiberglass pencil, but none of the auto parts stores here carry it.

EDIT: For future reference, I couldn't find it at any auto parts stores, but ended up picking one up at Fry's.
