Chip Corrosion question

I have a water softener. it has an on board computer. the on board computer has corrosion on it white color rust and stuff black stuff usually this stuff would be orange on a chip but its not. I used a multimeter and i cant get any voltage any ware on the board nor right next to the connector.only this end has this white corrosion and the other half of the board look perfect. Now the corrosion is whats I think is causing the power to not get to the rest of the bord. How do I get the corrosion down just enough so that it can work. I my friend said something about Isopropyl alcohol and dip it in there what do you people think about that or what do you recommend.
