I've heard to use them properly, you have to move them around your hand without ever letting one touch another, and they can't "jingle".
That sounds about right. Takes practice.

To use, hold both balls in one palm. Roll your fingers in sequence so that the balls rotate either clockwise or counter-clockwise. Start with one pair of health balls in your dominant hand. As you gain experience try exercising both hands at once or using more than two balls per palm.

Yes, but my coworker is saying they're supposed to touch and make noise. I can't seem to find a link anywhere to support my theory...

They are supposed to jingle and I don't see how you are supposed to make them not touch, unless you have godly large hands.

I have a set in front of me right now, and it's possible to move them around without making them touch by manipulating your fingers in a certain way. It takes a lot of control... and I have small hands. :)

The point is that to gain the control in your hands/fingers, you want to try to have them not touch...so most of the movement is coming from your fingers...

Haven't used a set of those in years...my grandmother used them, but not my parents.

It's possible, but difficult.

This is what the instructions say:

Originally these balls were simple, solid, cylindrical objects. Later, handicraftsmen began designing hollow balls and inserting sounding plates that produce high and low tones when used. These lighter balls are easier to handle and the musical tones contribute to the relaxation process that results from exercising with them.

Hmm, the documentation I read for one set of them actually talked about replacing them after a time, since they would wear down from rubbing against each other with the method they described.

See, that's what I thought... that's how I've always learned it. Are they supposed to make any noise in the process, or to not jingle at all?

They are supposed to jingle. I always let them rub together. They aren't supposed to knock together, though.

I thought they were not supposed to touch? I didnt have any jingle making medicine balls, I think mine were solid. They come in different sizes.

they're supposed to touch. otherwise it would be frustrating and you wouldn't be relaxing.
