Tell me why would Taiwan need the pandas? and your views on getting stuff from your biggest threat
 
Pandas make for great stuff animals but man are they are real troublesome to try to save. They only eat a specific kind of bamboo which they need a lot of. And they usually only figure out how to mate once in a blue moon.

Yes, China's behavior could be interpreted as normal carrot and stick diplomacy. The PRC last April offered talks about taiwanese participation in international organisations like the World Health Organisation.

But that's just one aspect. The offer was not directed at the Taiwanese government but at the Kuomintang opposition, because the KMT accepts the mainland's one china policy while the government does not. In other words, big efforts to influence the domestic policy of Taiwan happen.
