I find the claim that so many Tomahawks did not detonate to be suspect. I believe perhaps one or two may not have, but not more than that. Its not like we're still experimenting with detonators, fusing and the like as we did in WWII or Vietnam. I can see our bombs not hitting their target because we're still perfecting that, but they DO blow up reliably.
