Maybe if we would stop filling the prisons within drug users, prostitutes and other perpetrators of victimless crimes, we wouldn't have that problem. The US creates new classes of criminals as fast as we can build the prisons to hold them.
A little known factor in this is the influence of the private prison industry, who profits from, and therefore government lobbies for, more and longer sentences.
Apparently we have about the highest rate of incarceration in the world, something a bit hard for the ideologues to explain.
