I believe we have indeed taken our eye off the ball. Obama is doing his best to subvert our nuclear offense/defense systems...and the really sad part is that he's doing it unilaterally without getting anything in return. Meanwhile, Russia and China and others are making significant upgrades to their missiles and missile defense systems. Here's a decent overview of the subject:

The difference between the US and Russia is that the US did not heavily disinvest in the maintenance of our deterrent forces after the Soviet Union collapsed. I would be shocked if the majority of Russian nuclear weapons and their delivery systems were actually combat ready. Our current weapons systems are still within their service lives and the military is starting to eye replacements but it's going to cost big money.
